This proposal eliminates one of the existing elements of the definition of junk vehicles, that is, that it is not licensed. In practices, this means that someone may store vast numbers of otherwise junk vehicles by licensing them. The presence of a current license does not adress the blight experienced in a neighborhood where junk vehicles are accumulated so this seems like a reasonable amendment. The other amendments would require additional documentation of the condition of the vehicles in order to meet the specific definitions.
