This bill would seem to prohibit a county from hiring a professional detention center administrator. Regardless of whether or not Missoula County were pursuing this option (we're not at present), it seems like bad idea to restrict counties from considering that option. In fact, the elected sheriff might even consider that a viable or preferred option.
