Provide for audio minutes as official minutes

    I read the changes over and I don't have any concerns. It is what we follow now, and we actually include more than required for Public Meetings. The new subsection (e) about time stamps is also what we do.

    The same holds true for Admin meetings, all the information is noted on the agenda and is available for public inspection, but no audio recording is made.
