    Missoula County opposes HB 155 - require discharge permit for certain wetland management. HB 155 is up for second reading today. Currently, under state and federal law, there is a unified permit process on projects that involve stream or wetland modifications. These permits include authorizations from DEQ under the Water Quality Act and from the Army Corps under the federal Clean Water Act. HB 155 would impose a duplicative set of permitting requirements on projects. The concern is that Montana Pollution Discharge Elimination System (MPDES) discharge permits require a lengthy period of time and permit fees that could impose barriers for wetland habitat projects. Please oppose HB 155.
