Allow certain physicians in emergency situations to use blinker or red light

Is fairly common, however, for doctors to tell the cop that they are on their way to an emergency, when they are not. Giving them a red light would exacerbate this ruse, immensely. Besides, they would still get stopped by the cop seeing them displaying the flashing red light, since they would be unrecognizable in the civilian car. Potential dangerous situation would be produced by them thinking that the light is going to help them get through traffic. It takes cops a lot of close calls to learn that normal traffic is often going to be a problem, even with emerg lights and siren. People new to the use of such lights think it is a magic wand. It is not.
