Can it only be done if local govt makes the request? What happens if local govt doesn't like the outcome of the analysis - what if they get a study that has different results from a similarly qualified entity? Suggest oppose.

Pat O'Herren writes: With proposed amendments making this a voluntary (was mandatory) effort, we're now OK with the bill. Suggest remain neutral.
