Shirley: Missoula County opposes this bill on the basis that it increases a surcharge and surcharges are to be paid by a defendant before fines/fees. So for courts of limited jurisdiction, it will take that much longer before the county sees the money that is due the county. That was something that I hadn't thought of - it probably doesn't affect the District Court as much because most of the money collected in criminal cases goes to the state whereas a larger portion in the courts of limited jurisdiction stays with the county. It's just that the county is paid last.
