Eliminate and revise statutes related to Administration boards & councils

    I wanted you to be aware of SB 188. A portion of it proposes eliminating the Montana Land Information Advisory Council (MLIAC). MLIAC consists of members from a broad range of interests including all levels of government (federal, state, local, university, tribal), surveying, and private enterprise.

    One major responsibility of this council is to distribute the money collected through the Montana Land Information Act ($1 fee collected by the Clerk & Recorder – 75/25 split). Based on the wording of this bill, those funds would now be managed and distributed by the Dept of Administration (DOA) with no input from local governments or any other entity for that matter. I have serious concerns about that.

    The council also produces a ‘land plan’ every year. This plan gives direction for the collection, maintenance and dissemination of geographic land information. This bill gives that responsibility to DOA with review by the Information Technology Advisory Council (ITAC). Under this bill, ITAC would only have one member from the GIS field. I am concerned that the result may be inadequate planning for such a diversified set of needs for this type of data.
