This bill reduces transfers from the state general fund to various state special revenue funds. Specifically, this bill will effect Missoula County in two areas:
[1] - reduction in allocatoin to junk vehicle program (though the fiscal notes says that an expenditure reduction is unlikley. This is presumably due to the high price of steel.)
[2] - reduciton to the noxious weed trust fund, reducing the amount of grants available to the weed department
The loss of funds that HB 375 and HB 604 cost the Junk Vehicle Program is a big deal. They are taking a percentage of the revenue in hb 375 and a $2.5 million dollar transfer to the general fund in the other. DEQ is now projecting a negative fund balance in 2014 as a result. If we want to continue the junk vehicle program we will have to do something about these bills.
Missoula County opposes House Bill 375 - Reduce certain general fund transfers, before the House on 2nd reading this afternoon. HB 375 adversely impacts the noxious week trust fund and the junk vehicle program. Cuts to these programs would severely limit the positive effect these programs have in Missoula County.
