Message sent to Missoula Reps: Missoula County opposes House Bill 426 - Revise incorporation laws to coincide with annexation laws, before the House Local Government Committee this afternoon. HB 426 requires the written consent of owners of specific land use operations (mining, manufacturing, agriculture, other) before a new town or city can be incorporated. This adversely impacts the ability of local communities to control their own destiny. It also forces urbanizing areas that are not incorporated to rely on state and federal governments rather that having locally adopted tax rates and levels of service.
