This bill essentially gives the boards of commissioners of each affected county the ability to veto a petition to amend county boundaries and prevent the petition from going to an election. For proposed amendments that are not rejected by the county commissioners, it adds a significant procedural hurdle by first requiring an interlocal agreement between the two counties.
Not sure what the intention behind the bill is, but the effect will be to make it more difficult to amend county boundaries.
