I see a few things in the bill that concern me. I've sent an email off to the association to see what their concerns are also.
My major concern is that holding special district elections in conjunction with primary and general elections are the time lines. It would need to be very clear that the special districts would need to have the same deadlines.
7-2-4602(3) concerns me also. I understand this to mean we would have to print two ballots if we have an annexation question.
Also several of the changes indicate that the election would be held at the next regularly scheduled general or primary election and it may be held by mail ballot. That is in conflict with current law for federal general and primary elections--these can't be held by mail ballot.
20-9-428(c) deletion also removes the incentive for schools to run a mail ballot election for their bonds. Currently the percentage of voter turnout doesn't apply to a bond election held by mail.
20-20-105(4) really gives me heartburn as there is no provision that the schools would have to meet the deadlines we require in order to prepare our primary ballots.
