This bill doesn't really do what the bill title implies (exempt all personnel records from the records management statutes). It only applies to "constitutionally protected" documents, which means to me that a government agency has already applied a constitutional balancing test and determined that privacy interests in a particular document outweigh public disclosure obligations. Personnel files contain many documents, some of which are private and some of which are not. So from a practical perpective, this will have no impact on our recordkeeping practices. No need for Missoula County to support or oppose this bill.
