Long-range building appropriations

  1. House Bill 5 will be heard in House Joint Appropriations Subcommittee Tuesday January 18. HB 5 appropriates funds for capital projects for the upcoming biennium. The hearing will focus in part on Department of Fish, Wildlife and Parks Capital Improvements budget. The bill includes a total of $1,658,030 for Milltown Dam Park Improvements. This includes $927,530 in State Special Revenue funds and $730,500 in federal special revenue funds. The State funds are from the Natural Resource Damage Program grant, and will pay for public access improvements, pedestrian trails, pavilions, and design of a new pedestrian bridge located below the confluence of the two rivers. The federal funds are from the Federal Transportation HUD appropriation approved one year ago, for transportation related improvements associated with the park including the pedestrian trails and bridge. Missoula County and the Milltown Redevelopment Working Group requested the State funds along with FWP, and the Milltown Redevelopment Working Group requested the federal funds. The improvements are based on the park planning process sponsored by the County, FWP, National Park Service and Redevelopment Working Group in 2007.

I recommend that Missoula County support the Milltown Park Improvements in this bill. The Milltown Redevelopment Working Group and local community have worked very hard for the past 7 years to design the park facilities at the former dam site and obtain these funds, and the park development is important to our County.

I will travel to the hearing with representatives from the Milltown Working Group, weather permitting. The hearing is at 8 a.m. Tuesday. Carol Williams in on the committee from Missoula. Jon Sesso from Butte is also on the committee, and is the bill’s sponsor.
