Study to include - nature of the divide, analysis of demographics with focus on sustainable land policy, business, industrial growth, workforce needs, food/water consumption, ag/livestock production, access to health care/education, access to hunting, fishing, open space and recreation. Study to also bring together stakeholders, groups, policy analysts to share information, develop partnerships and action plans. also to set up pilot project for a rural/urban institute through MT University System. Suggest monitoring.
