This bill would obligate State DES with the following additional statutory duty: "assign a committee to create a manual of emergency preparedness that outlines the priorities and 21 duties for nontraditional emergency responders, including but not limited to hospitals, gas stations, grocery stores, 22 banks, pharmacies, and utilities." There is a liklihood that the state would then find some way to leverage the counties into actually doing it. Planning just among the public agencies over which we have control is extremely difficult. Being required to plan for all manner of private entities over which we have no control whatsoever is a nightmare with no morning on the horizon.
