Revise assessment review process --extend appeal deadline

  1. Missoula County supports the ability of taxpayers to have more time to appeal the assessed market value of their property after an assessment notice is received. However, there are two issues that could affect counties:

    [1] - The Department of Revenue is required to certify the taxable value of each jurisdiction by the first Monday in August. Extending the deadline of appeals might delay the Department's ability to have an accurate certified taxable value.

    [2] - Missoula County (and particularly the smaller jurisdictions) have had issues where the Department of Revenue has adjusted the assessed value of a property after property values were certified to the local governments. This was a particular hardship for Frenchtown School District when the Smurfit Mill was re-valued after the taxable value was certified. The true mill value was less than what was certified which led to a shortfall in property tax collections.

    While we believe taxpayers do need additional time to appeal assessment values, it is important that we retain and improve the ability to receive accurate certified taxable values from the Department of Revenue.

SB 318 gives taxpayers more time to appeal the assessed market value of their property after an assessment notice is received. However, there are two issues that could affect counties:
    [1] The Department of Revenue is required to certify the taxable value of each jurisdiction by the first Monday in August. Extending the deadline of appeals might delay DORs ability to have an accurate certified taxable value.
